Cookie consent for websites in Egypt

Yes, for cookies that identify a visitor. Egypt's Law No. 151 of 2020 does not mention cookies, but it names online identifiers as personal data and requires explicit consent to process them. Since the one-year grace period ended on 1 November 2026, analytics and advertising cookies need the visitor's opt-in before they run.

What your cookie banner has to do

Five points from Law No. 151 of 2020 and its Executive Regulations.

  1. Explicit opt-in before analytics and ad cookies

Nothing that relies on an online identifier runs until the visitor accepts. A banner shown while those tools already run does not count.

    Articles 1, 2 and 6

  2. Say what you collect, and why, first

The visitor is told the purpose clearly before anything is collected.

    Executive Regulations, Article 2

  3. Keep a record of each consent

Each choice is stored securely in electronic form, with its date and the form it took.

    Executive Regulations, Article 2

  4. Let visitors withdraw

A visitor who said yes can withdraw it later, and the change is recorded too.

    Executive Regulations, Article 2

  5. Count the transfer abroad

Analytics and advertising platforms outside Egypt receive the data, which needs a destination with protection not lower than Egypt's and a licence from the Personal Data Protection Center.

    Article 14

Where the law stands

The law has applied since October 2020, and the one-year grace period under its Executive Regulations ended on 1 November 2026, with no extension announced. The Personal Data Protection Center licenses and inspects; fines are criminal and set by the Economic Courts, from EGP 100,000 to 1,000,000 for processing without consent, doubled for a repeat offence.

Questions

Do I need a cookie banner for a website with visitors in Egypt?

For analytics and advertising cookies, yes: they rely on online identifiers, which the law names as personal data, and processing needs explicit consent. Neither the law nor its Executive Regulations mention cookies by name.

Is the grace period over?

Yes. The Executive Regulations took effect on 2 November 2025 and gave businesses one year, which ended on 1 November 2026. No extension has been announced.

What are the fines?

They are criminal and set by the Economic Courts: EGP 100,000 to 1,000,000 for processing without consent, and EGP 500,000 to 5,000,000 for sensitive-data, transfer and licence offences. They double for a repeat offence.

Who enforces the law?

The Personal Data Protection Center, a public authority under the Ministry of Communications and Information Technology. It issues licences, receives complaints and inspects.

Does the law apply if my company is not in Egypt?

Controllers and processors outside Egypt must appoint a representative in Egypt, and the criminal provisions reach data of Egyptians and residents of Egypt. Law firms advise foreign businesses with Egyptian users to treat themselves as in scope.
