Arqam360 is a consent platform for merchants selling in the Middle East and North Africa. It asks a visitor for permission before tracking starts, records the answer as evidence, and passes that answer on to the tools a merchant already uses, so analytics and advertising keep working within what the visitor agreed to. The banner, the cookie descriptions and the generated privacy policy are written in Arabic, not machine-translated, and cookies are classified by a database of 124 patterns, 37 of them for services specific to the region. Arqam360 is available on the Shopify App Store, the Zid App Market and wordpress.org, and publishes the KSA E-Commerce Privacy Compliance Index and the UAE Website Privacy Compliance Index as open datasets. 547 UAE business websites on .ae domains. Not a sample of UAE online stores, most of which run on .com.
Method: one client-side scan of each homepage — no checkout or logged-in pages, and no view of server-side processing. No site is named in either dataset, and the findings are not a legal judgement on any of them. Arqam360 sells consent software, so we are an interested party; the method and the aggregate data are published so the figures can be checked.
