Gulf privacy questions

Does Egypt require consent for cookies?

Yes, for cookies that identify a visitor. Neither Law No. 151 of 2020 nor its Executive Regulations mention cookies, but the law names online identifiers as personal data and requires explicit consent to process personal data unless another legal basis applies. So analytics and advertising cookies need the visitor's opt-in before they run.

Since 1 November 2026 there is no grace period left: the one year the Executive Regulations gave businesses is over, and no extension has been announced.

Strictly necessary cookies that a site needs to work are a different case. A banner that asks first, keeps a dated record of each choice and lets visitors withdraw matches what the Executive Regulations ask of consent.
