Saudi Arabia enforces the PDPL, the UAE has its own data protection law, and a store selling across the Gulf is usually subject to several at once. Arqam360 exists so a merchant can meet those obligations without hiring anyone to interpret them.

What Arqam360 is

A consent platform for merchants selling in the Middle East and North Africa. It asks a visitor for permission before tracking starts, records the answer as evidence, and passes that answer on to the tools a merchant already uses — so analytics and advertising keep working within what the visitor agreed to.

Arabic is not a translation layer

The banner, the cookie descriptions and the generated privacy policy are written in Arabic, right-to-left, not machine-translated from English. Most consent tools treat Arabic as a locale file. For a merchant in Riyadh or Casablanca it is the language the customer actually reads.

The cookie database

Cookies are classified by a database of 124 patterns, 37 of them for services specific to this region — the Salla and Zid platforms, Gulf payment gateways, regional delivery companies. Every entry carries a description in both English and Arabic, because a cookie declaration a customer cannot read is not a disclosure.

The KSA Compliance Index

We scan Saudi online stores and publish what we find about how consent is actually handled — 1,556 stores in the most recent edition. It is a public dataset, not a lead magnet dressed as research, and it is where much of what we know about regional cookie behaviour comes from.

Who builds it

Arqam360 is founder-led and small. That shapes what we promise: we do not advertise a support department we do not have, and when you write to us a person reads it.

Where it runs

Arqam360 installs as a native app on the platforms MENA merchants actually use, and as a script on anything else.
