What ArabClicks sets

ArabClicks sets affiliate attribution cookies — a session, a visitor identifier, a click reference and the attribution payload that connects a sale back to the publisher who sent the traffic. They are usually installed once, by a marketing team, and then never revisited.

Why it is classified as marketing

Attribution exists to pay a publisher for a conversion. That is advertising measurement, and no part of it is required for the visitor to browse or buy. It is also persistent by design — the whole point is to survive the gap between the click and the purchase — which is exactly the profile regulators treat as high-impact.

What PDPL requires

Prior consent, without exception. Affiliate tags are usually placed by a tag manager or pasted into the theme, so they commonly fire on first paint regardless of what the banner says — the merchant believes they have consent management because the banner appears. If you run affiliate traffic, test this specifically: decline marketing, complete a purchase, and confirm no attribution request leaves the browser.
