Does Oman's PDPL apply to a website run from outside Oman?

Yes, since 7 September 2026. Royal Decree No. 68/2026 amended Article 2 so that the law applies to the personal data of people in Oman whether the processing happens inside or outside the country. A website run from Dubai, Riyadh or Europe that collects data from visitors in Oman is within scope.

Many published summaries predate the amendment and still describe the law as limited to processing in Oman, so check the date of anything you rely on.
