Can I use Google Analytics or the Meta Pixel in Oman without consent?
Not in our reading of the law. Both rely on electronic identifiers, which Oman’s PDPL lists as personal data, and processing needs explicit consent the controller can prove unless an exception applies. Both also send data to servers outside Oman, which is a transfer that needs explicit consent and a risk assessment.
So the banner keeps Google's tags denied through Consent Mode v2 until the visitor chooses, holds the Meta Pixel back until consent, and records each answer with its date and time.
