Does Kuwait require consent for cookies?
In practice, yes, for cookies that identify a visitor. Kuwait has no single data protection law and none of its texts names cookies, but the Electronic Transactions Law (Law No. 20 of 2014) prohibits collecting or processing information about a person without their consent. Analytics and advertising cookies collect exactly that, so they wait for the visitor's answer.
The rule sits in a criminal statute rather than a regulator's rulebook, which is why Kuwait is often misread as having none. It applies to an online store whether or not the store holds a CITRA licence.
A banner that asks first, says what each category collects and records the answer follows the Kuwaiti rule and the neighbouring Gulf laws at the same time.
