Can I use Google Analytics or the Meta Pixel in Kuwait without consent?
No. A cookie that identifies a visitor is information about that person, and Kuwait's Electronic Transactions Law (Law No. 20 of 2014) prohibits collecting or processing it without their consent. Google Analytics and the Meta Pixel collect such identifiers as soon as the page loads, so they should wait until the visitor accepts.
Google Consent Mode v2 is how Google's tags learn the visitor's answer. The Meta Pixel does not read it, so the banner has to hold that script back itself until consent.
