Can I use Google Analytics or the Meta Pixel in Qatar without consent?
No. Qatar's PDPPL requires websites to obtain consent before setting non-essential cookies or running analytics and advertising tools, and Google Analytics and the Meta Pixel are both. The banner has to ask first: a banner shown while those tools already load does not meet the law. Google Consent Mode v2 is how Google's tags learn the visitor's answer.
In practice: the banner keeps Google and Meta tools waiting until the visitor chooses, records the choice, and lets the visitor change it later, because consent under the PDPPL can be withdrawn.
