Data Residency and Sovereignty
For Saudi merchants this dimension is increasingly hard to ignore. PDPL Article 29 and the Regulations on Personal Data Transfers Outside the Kingdom require an adequacy assessment or appropriate safeguards before personal data leaves Saudi Arabia. Cookiebot is hosted entirely in the European Union — primarily Denmark and Germany — which means consent records and visitor identifiers are stored on EU infrastructure. Under PDPL this is permitted but conditional: the EU has not received a formal SDAIA adequacy determination yet, so transfers rely on the appropriate-safeguards path (standard contractual clauses or binding corporate rules), which the merchant — not Cookiebot — is responsible for documenting.
Arqam360 runs on AWS infrastructure with regional data residency options that include the AWS Bahrain region for Gulf-resident customers. Both platforms have official Shopify integrations. Pick Arqam360 if: your business is primarily Saudi or MENA with European traffic as a fringe, you sell on Salla or Zid (where Cookiebot has no marketplace presence), you want Arabic-language customer support, you need data residency in the GCC region, your team values an Arabic-RTL-native banner over a translated one, or you want the cookie scanner and policy generator that Arqam360 ships as additional tools in the same dashboard. The MENA-native framing is not just marketing — it shows up in Saudi-specific cookie patterns (Mada, Tabby, Tamara, STC Pay), Arabic-first UX, SAR-denominated billing, and dashboard guidance that names PDPL rather than translating GDPR terminology.
Either is fine if: your business is regional, your traffic is split 50/50 between EU and MENA, you use Shopify (both have apps), and your team is bilingual. In this scenario the deciding factor is usually pricing — Arqam360's freemium tier (banner free forever, premium features gated) is hard to beat for stores with low monthly traffic, but Cookiebot's Domain Group plan at €14/month is competitive for stores already in the EU pricing world.
Migration Considerations
If you are switching from Cookiebot to Arqam360 (or vice versa), the consent records do not transfer between platforms — each platform stores its own consent log in its own format. For audit purposes you should export the existing consent log from the old platform, archive it as proof of historical compliance, and start fresh consent collection on the new platform. Visitors will see the consent banner once more when the new platform fires, which is the expected behaviour: they are giving consent to the new processor.
Practically, allow a two-week overlap period where both consent management surfaces are aware of each other to avoid double-banners. Most teams remove the old platform's script tag at the same time as deploying the new one — at midnight on a low-traffic day to minimise visitor-facing disruption. It is not a measure of whether Consent Mode v2 works: Arqam360 implements all four parameters (analytics_storage, ad_storage, ad_user_data, ad_personalization) with denied defaults firing before any Google tag, and IAB TCF 2.3 including the DisclosedVendors segment.
