Does the Meta Pixel need cookie consent in Saudi Arabia?
Normally yes. The Meta Pixel is an advertising tag, and when a tag can identify a visitor, what it collects is personal data under the PDPL. Advertising tags normally need the visitor's explicit, informed consent before they run. Because the Pixel does not read Google Consent Mode, it has to be kept from loading until the visitor consents to advertising.
Advertising is its own purpose. The Implementing Regulation (Article 11) expects a separate consent for each purpose, so a visitor should be able to accept analytics and refuse advertising, and the Pixel should follow the advertising answer alone.
When an advertising platform processes visitor data outside Saudi Arabia, that counts as a transfer, which Article 29 and the Transfer Regulation govern. Keep what you send to the minimum needed.

For tags that do not read Consent Mode, such as the Meta Pixel, Arqam360 has a script-blocking setting that holds known tracker scripts until consent. It is off by default, because blocking scripts can break a storefront, so switch it on and then check your store.
