KSA Privacy Compliance Index · September 2026

Which Saudi store platforms track visitors before consent?

In our September 2026 scan of 1,556 Saudi online stores, 96% of the 72 stores on Salla loaded trackers before the visitor chose, against 82% on Zid, 84% on Shopify and 53% on WordPress. That is each store's setup, not the platform: every one of them can run a consent banner that holds tags until the visitor answers.

How to read it

On Salla, 94% of stores ran Google Analytics and 92% sent no Consent Mode v2 signal, so their Google tags cannot tell whether the visitor agreed.

On Shopify, only 16% of stores ran Google tags without Consent Mode v2, yet 84% loaded trackers before consent; many run the Meta Pixel, which does not read Consent Mode (65% of Shopify stores).

WordPress sites score better: 53% tracked before consent and 47% had no banner, and many run fewer trackers to begin with.

Method and limits

  • The same scans and finding definitions as the September 2026 Index (1,556 stores), split by the platform detected on each store's homepage. The platform was not detected on 401 stores.
  • Homepage only, client side: the scan does not see checkout or server-side tracking.
  • Samples are small on Salla (72) and Zid (89); read differences between them with care. No result is a legal finding about any store.
